El objetivo de este trabajo de investigaci\u00f3n es: determinar las caracter\u00edsticas que presenta la Atenci\u00f3n al Cliente en Ciudad del Este. En el tema investigado se determin\u00f3 el dise\u00f1o de Investigaci\u00f3n no Experimental Transaccional descriptiva, el tipo de investigaci\u00f3n que se ajusta fue el descriptivo. En su mayor\u00eda los entrevistados tienen dificultad en considerar el aporte de la CHI en un ambiente distinto a la generaci\u00f3n de energ\u00eda el\u00e9ctrica. Se traza la posibilidad de la aparici\u00f3n de una identidad cultural regional diferenciada sin que esto signifique un proceso de asimilaci\u00f3n forzada. Expone un tema sumamente controvertido, el punto de desequilibrio imperante entre la enunciaci\u00f3n de derechos constitucionales, en particular, el Derecho a la Intimidad de las Personas y el Derecho a la Libertad de Expresi\u00f3n y Prensa, considerado en el \u2013 Derecho Positivo nacional de Paraguay \u2013 espec\u00edficamente, en la Constituci\u00f3n Nacional.
